Is it legal to make a Left turn over double yellow lines when the opposing traffic has 2 lanes?

I know its legal to make a left over double yellow, but what if the opposing traffic has 2 lanes? Is it still legal or is it considered reckless driving?

    Perfectly legal. It makes no difference how many lanes are used for oncoming traffic.

    The yellow lines mean “no passing” - you cannot cross the lines and drive in the oncoming lane(s) to pass or for any other reason. Pat S
