Is it legal for a garbage company to refuse to pick up garbage because of the previous tenant?

The local company refuses to pick up our garbage because their records show that one of the previous tenants owes a balance. They offered to resume service if I paid off the outstanding balance (I did tell them which garbage can they could stick that offer into).

Any ideas? Legal remedies?
I should add that this debt was before my landlord owned this property.
