How come a lawyer can’t help me from possibly getting expelled from college?

I was cheating on a test and the notes were found in my lap. I don’t want to get expelled from a college so I called a lawyer. He said it was in the administrative’s hands and getting a lawyer is a waste of money. I really want to pass all my classes this semester.
