Sarah asked:
What are the necessary things in an apartment that make it up to code and a legal apartment? Circuit breakers, thermostat, heat, etc…?????

Most of these laws are over looked as even a condemned house that is not yet condemned can be considered for housing by the american government. The rules of someone inspecting are very low and even less if it is a rental. fromthedustiam

Sorry, but you have to check your local laws on this one. But generally, the unit must have its own meter if the tenant is paying for utilities and therefore would have control with their own thermostat and circuit breaker. linkus86

There is no nationwide list. Every county has a local code enforcement office. You have to check with them. Wildcat

Those are covered by buildings codes that differ with locality. Consult the building/zoning dept. for your city/county. Caveat Emptor

It is very local, and dependent on the year of the construction.
If they have water and power you can feel pretty assured that they passed their inspection and are a legal residence. Landlord
