Sorry, but you have to check your local laws on this one. But generally, the unit must have its own meter if the tenant is paying for utilities and therefore would have control with their own thermostat and circuit breaker. linkus86

Most of these laws are over looked as even a condemned house that is not yet condemned can be considered for housing by the american government. The rules of someone inspecting are very low and even less if it is a rental. fromthedustiam
