    Those are separate laws in your example.
    Absinthe is actually legal now, but it was banned under a separate law on account of its high alcohol content and wormwood.
    For instance they banned flavored cigarettes recently. That’s not a partial cigarette ban, it’s just a ban on flavored cigarettes. Think Outside the Ballot Box
