Since the wide variety of local governments make each and every situation different, you're going to have to do a little bit of personal research. You should easily be able to find it on the City's (if they have one) or the State's personal .gov website. Usually, though, there isn't much. You'll have to talk to the Walmart in question to get their permission to be on their property. You may have to contact your city council and/or mayor and see what petitions or qualifications you'll have to abide by. Usually, though, they're pretty lenient. There may be a specific license or something to that nature you'll have to get before actually standing and handing out papers, but it won't be too much of a hassle.
