It seems like a apartment management's participation in cable monopoly, but if it's in the policy that you agreed to, you have no recourse. I totally understand- talk to a local representative from the satellite company or another provider about reaching an agreement with the apartment building. Usually by giving the whole complex a deal on free equipment or other stuff, a company can provide an alternative to a whole group of people who would otherwise be stuck with just one provider.
